The title accurately describes the ruler.
I don't like this ruler. It's impossible to make 1/4 seams at the center of a dresden plate design when using this ruler. It's simply too narrow. I cut 1 and 1/2 inches off the narrow end so that I could make proper seams. I was left with a 1 and 3/8 inner opening. I'd love to see a tutorial showing how to use this ruler any other way.
