Icy Blue, Red, and Green fabrics frame the center, with the Green fabric also used for binding.

- Center and fussy cut the panel rectangle, keeping its horizontal and vertical orientation as shown. Prepare the border and binding strips from the listed fabrics.
- Sew the first inner-border strips to the sides of the panel, then to the top and bottom. Check the placement against the quilt diagram.
- Add the second inner border, third inner border, and outer border to the top and bottom only. Keep the fabric sequence shown in the layout.
- Layer the quilt top with batting and backing, baste, and quilt as desired. Bind with the Green fabric strips.
