Winter Whisper Panel is an intermediate quilt by Wendy Sheppard featuring Winter Whisper by Whistler Studios. The finished quilt measures 63 by 72 inches. A centered fabric-panel rectangle forms the middle, framed by narrow borders and a pieced border of large, medium and small stars. The smaller stars gain background strips so the border blocks share a common size. Additional plain borders complete the top, and the pattern supplies separate cutting directions for each star size.

- Center and cut the panel rectangle, then cut the squares, rectangles and border strips from the chart.
- Make flying-geese units and join them with squares to assemble the three star sizes. Add background framing to the medium and small stars.
- Attach the first two inner borders to the panel. Join the star blocks and background pieces into border rows and columns and add them around the center.
- Add the fourth inner border and outer border. Layer, baste and quilt the project, then bind with the E strips.
